School District 197 serves approximately 5100 students from seven municipalities; first and second ring suburbs of the Minneapolis/Saint Paul Area. Within the district there are 5 elementary schools, 2 middle schools, 1 high school, an Early Learning Center, and a Transition Program.

Job Summary
School District 197 has a long standing tradition of excellent financial management. With a growing tax base, strong funding, and steady enrollment growth, the district is well positioned for long term financial stability. We are seeking exemplary candidates to serve as our District’s Finance Director. The Finance Director oversees a small and focused department and reports directly to the Superintendent of Schools, serving as a member of the executive/cabinet team.
Duties and Responsibilities:
* Manages the school district’s financial affairs, including budgeting, purchasing, accounting, accounts payable, fixed assets, and treasury functions.
* Oversees district cash flow analysis and investment decisions.
* Coordinates the district’s annual audit activities and functions. Manages the implementation of audit recommendations and findings.
* Establishes procedures sufficient to assure compliance with financial laws, regulations, and requirements and to assure adherence to generally accepted accounting principles and standard business practices.
* Advises the School Board, Superintendent and administrators regarding the management of financial resources through presentations at the board meetings throughout the year.
* Engages in multi-year financial planning for the operating budget and assists in preparing multi-year facilities plans.
* Is responsible for submitting financial reports required by federal, state, and local governmental entities.
* Monitors and evaluates departmental staff performance including the accomplishment of departmental programs, projects, and goals.
* Plans and forecasts the long-range fiscal requirements/projections for revenues and expenditures.
* Develops and oversees the budget process, preparing the preliminary and final budgets for the district based on departmental requests, plans, board guidelines, and superintendent directives.
* Develops enrollment projections for financial planning and staffing.
* Plans for and administers the annual tax levy certification process by determining specific levy amounts per statutory requirements.
* Conducts annual “truth-in-taxation” hearings.
* Plans negotiates, and administers agreements with outside parties or involving district-wide services, including property insurance, liability insurance, worker's compensation, or other significant contracts.
* Makes recommendations concerning district-wide initiatives, policies, and procedures that impact the financial characteristics of the district.
* Monitor debt schedules/issues and potential for refunding opportunities.
Other functions of the job include but are not limited to the following:
* Serves on the district negotiations team for bargaining groups and provides financial analysis related to employee bargaining groups.
* Serves on district Labor Management Committee (self-insurance program)
* Coordinate referendum planning and analysis for operating and capital referendums.
* Performs other comparable duties of a like or similar nature as assigned.
Additional Knowledge and Skills:
* Knowledge of principles and practices of administration, supervision, and training.
* Excellent communication and collaboration skills with internal and external stakeholders.
* Accounting analysis and projection techniques and procedures in analyzing cash flow requirements, revenue projections, budget requirements, and other financial projections.
* Ability to establish and maintain cooperative and effective working relationships with colleagues and community members.
* Ability to coordinate the department's operations and activities; coordinate matters affecting other departments with those affected; cooperate with other departments on matters of organization-wide or mutual concern.
* Human relations and communication skills are needed to advise, negotiate, and interact with representatives of outside organizations, district administrators, elected officials, outside governmental agencies, business agents, attorneys, and the public.
Preferred Qualifications:
* In-depth knowledge of:
* Laws, rules, statutes, and guidelines related to school finance and accounting. Examples include Federal and State Grant Management, Special Education Financing, Public Sector Labor Relations
* Organizational, management, and supervisory principles, standards, and practices.
* Master’s degree in Accounting, Finance, Business Administration, or a closely related field or CPA license.
* 5-7 years of experience in public sector accounting.
Required Qualifications:
* Bachelor’s degree in Accounting, Finance, Business Administration, or a closely related field.
* 5-7 years of experience in accounting.
Physical Requirements
Regularly required to sit, stand, walk, talk, hear, operate a computer and other office equipment, reach with hands and arms, and occasionally lift and move up to 10 pounds.
