Job Summary:
The Human Resources Director is responsible for all aspects of the Human Resources function for the district including employee relations, recruitment, retention, payroll and benefits administration. Serves as a member of the district office team and cabinet advising members on matters regarding human resources.
Major Responsibilities:

  • Provide vision and on-going direction and support in strategic planning and the development and implementation of the district’s operational plan
  • Provide leadership and guidance for HR functions and its staff, including negotiations, allocations, recruiting, hiring and continuous development of high quality staff
  • Direct and supervise the overall operation of the Human Resources department
  • Serve as the district’s Human Rights Officer and ensure compliance with district harassment and discrimination policies
Personnel Planning
  • Ensure effective and efficient delivery of the recruitment, screening, selection and assignment of all staff
  • Update and monitor hiring process to ensure compliance with legal requirements, best practices and district standards
  • Develop staffing projections and allocations for district staff
  • Support administrators and employees in all personnel due process efforts to ensure legal requirements are followed and employee rights maintained 
Employee and Labor Relations
  • Serve as the district’s chief negotiator and delegator in contract negotiation process for all bargaining units
  • Administer and interpret provisions of all collective bargaining agreements
  • Develop and maintain a human resources information system and maintain appropriate personnel records of staff
  • Maintain job descriptions for district positions
  • Develop, administer and interpret personnel policies and procedures for district staff
  • Provide leadership in the area of labor relations and human resources, as well as continuous improvement practices within the district 
Employee Development and Support
  • Ensure full implementation of district-wide employee evaluation system
  • Work with legal counsel to ensure employee matters are handled in compliance with legal requirements and ensure best possible outcomes
  • Develop, improve, maintain and implement a system-wide program improvement process for all employees
  • Ensure comprehensive orientation program for new teachers and on-boarding process for all new staff
  • Bachelor’s degree required in Business Administration, Human Resources Administration, Law and Legal, or similar field. Master’s degree preferred.
  • Minimum of 3 years of Human Resources leadership experience preferred.  Experience in a public school district preferred.
  • Increasing levels of administrative responsibility in the area of human resources.
  • PHR, SPHR, SHRM-CP or SHRM-SCP preferred.
  • Understanding of collective bargaining process and all pertinent laws, rules and regulations.
  • Understanding of principles pertaining to staff evaluation, coaching and staff development as well as mediation and conflict resolution.
  • Knowledge of benefit plans, personnel policies and all applicable laws, rules and regulations including record retention.
  • Ability to use discretion and exercise sound judgment.
  • Excellent communication and interpersonal skills.
