Job Title:             Assistant Director of OST Programs (21st Century Grant Manager)

Reports To:         Youth Department Director

Status:                  Full Time, Exempt

 

Organized in 1915, East Side Neighborhood Services, Inc. (ESNS) is a nonprofit human service agency that provides social and other services to individuals, families and the communities of primarily Northeast and Southeast Minneapolis. Our purpose is to assist people of all ages and backgrounds in realizing a higher quality of life.

 

Broad Scope and Function of Job

The Assistant Director of Out-of-School Time Programs is responsible for shared leadership, operational oversight, and strategic partnerships for ESNS’s youth department and programs, that primarily serve youth ages 6-19 in six different OST programs. Implements the mission of East Side’s Youth Department, “Creating places to empower and educate all youth to thrive.”  Supervises and supports a core team of 6 full time staff, who oversee site-based teams of part time staff and partners, at multiple city-based program sites.  Ensures that safe, high quality programs achieve goals in education, leadership, social & life skills, parent partnership, and positive adult support.  Initiates and maintains strategic partnerships and inter-agency collaborations that enrich and expand program offerings and capacity.  Prepares grant proposals, contracts, and reports, to acquire departmental funding necessary to accomplish goals and balance budget.

 

Major Job Duties and Responsibilities:

 

Is responsible for, but not limited to, the following:

 

  1. Supervision (25%):  Responsible for the selection, training, evaluation and direct supervision of the OST Program Managers. Conducts regular supervisory meetings and annual job performance appraisals for full time personnel.  Oversee full time staff in the selection, training, evaluation, and direct supervision of approximately 12 part-time and seasonal staff at multiple off site locations.  Prepares documentation of supervision in accordance with agency standards. 

 

  1. Program and Partnership Development (25%):  Leads regular OST team meetings and facilitates quarterly Youth and Stakeholder Advisory Council meetings. Facilitates the on-going development of programs that are responsive to the evolving needs of our clients, as assessed through input from youth, parents, staff, and other stakeholders.  Integrates current research and best practices into program design.  Supports partner development and maintenance across program sites in alignment with departmental goals and values. Coordinates an annual Partner Appreciation event. Receive and coordinate distribution of donations coming into the Youth Department.

 

  1. Continuous Improvement and Equity (15%): Moves forward the goals outlined in the Continuous Improvement Planning Process. Promotes racial equity and drives the development of social justice programming across sites. Coordinates racial equity training for staff.

 

  1. Staff Development (15%):  Works with the Youth Department Director to plan and facilitate fall and summer trainings, targeted toward part time and seasonal staff.  Works with YDD to plans and coordinates, the spring staff retreat focused on the development of full time staff.  Participates and promotes the involvement of departmental staff in relevant on-going staff development and in-service trainings.  Identify individual staff needs and ensure reasonable trainings, resources, and supports are available to aid their professional growth.

 

  1. Administration (10%):  Act as the official Grant Manager for the 21st Century Community Learning Centers contract. Works closely with the Data and Evaluation Manager to track and report program outcomes and monitor grant compliance. Attend all required MDE meetings and lead the annual grant compliance meeting. Administers agency policies, practices and procedures for the Youth Department staff in conjunction with Youth Department Staff Manual. Prepares Quarterly Reports, Committee Minutes, and Departmental Presentations as needed.

 

  1. Financial (10%):  Monitor OST program budget and spending on a monthly basis. Review monthly financial reports, approve credit card purchases and expense reports for OST staff.  Work with YDD to seek out new funding sources, develop funding proposals, review contracts, prepare funding reports, and maintain relationships with funding sources including the United Way, Minneapolis Public Schools, The Minneapolis Foundation, etc.,

 

  1. Other duties as assigned.

 

Job Requirements & Qualifications

 

Education:  Bachelor’s Degree or Master’s Degree in Youth Development, Education, Psychology, Social Work or related Human Service field is preferred. Commensurate professional experience may substitute for this qualification.

 

Experience:  Five years of leadership experience in the Youth Development, Education or similar field preferred. Supervision, fiscal management, contract compliance, and report/proposal writing experience required.  Valid Minnesota driver’s license preferred, and ability to meet agency driving requirements.

 

Additional Skills, Knowledge, & Experience:

·         Strong understanding of youth development & educational programs, nonprofits & philanthropy

·         Demonstrated competency & experience managing budgets & financial statements with multiple

revenue streams & grant contracts

·         Ability to develop a cooperative & diverse team environment, respecting and valueing the differences

and strengths of each player.

·         Strong leadership & management abilities demonstrated by staff development, performance

management, conflict resolution, & change management skills

·         Respectfully communicate & interact with people from diverse cultural, racial, & economic background

·         Excellent written & oral communication, with ability to create informative reports & presentations.

·         Strong digital literacy competence to work across numerous productivity, online database, and

collaborative applications.

·         Hands-on manager with integrity & desire to work in a mission-driven environment & uphold its values

·         Ability and willingness to work variable hours.

·         Spanish or Somali language and cultural competencies desired.

 

Compensation: Minimum $44k wage dependent upon qualifications.
