PRIMARY FUNCTON: To serve as the professional leader in the attainment of the philosophy, goals, and objectives of the building and the District. The Secondary Principal is directly responsible for administering the Secondary School system. This responsibility shall include administration, the instructional programs, the extracurricular programs, and community relations. The Secondary Principal must be able to exercise a high degree of initiative and professional independent judgment in accomplishing the aims of education and in carrying out the policies adopted by the Board and directives issued by the Office of the Superintendent. SKILLS / QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Possession of Appropriate South Dakota Principal Certificate. A minimum of three (3) years of successful teaching experience. Supervises all certified, non-certified staff and classified staff assigned to area of responsibility. DUTIES: The Incumbent serves as Secondary Principal in the Hot Springs District. Incumbents are responsible for supervising and managing all educational facilities at the Hot Springs Secondary School. Plans and assigns work to subordinates setting priorities and preparing schedules for completion of work, considering the difficulty of the assignments and capabilities of employees. Give advice, counsel or instruction to individual employees on both work and administrative matters. Ensures that employees are kept informed on all matters which affect their employment. Interviews candidates for positions in the unit, making recommendations for appointments, promotion, or reassignment. Evaluates the performance of subordinates. Establishes and revises position descriptions of employees ensuring that the most effective and economical position structure is maintained. Listens and resolves complaints from employees. Effects disciplinary measures such as warnings and reprimands. Recommend action in more serious cases. Identifies development and training needs of employees, providing or making provision for such development training. Reviews work of staff for adequacy and progress toward goals. Ensures equal opportunity for all employees under his/her supervision in the selection of employees for training, promotions, awards and recognition and other career development opportunities, and for insuring fair and unprejudiced employment practices in the recruitment and selection of candidates for appointments to positions under his/her supervision. Reviews plans of various departments, for their schedules of class assignments as based on present and anticipated enrollment; teacher workloads, assignments of pupils to classroom; daily schedule of school activities. Perform duties as assigned by the Superintendent. Where a local Master Contract is in effect, responsible for becoming completely knowledgeable of the terms of the contract. Incumbent is responsible for insuring that all reports, etc., are kept current and submitted promptly when due and other duties as assigned. Working with the Board, parents and members of the staff determine that its instruction meets prescribed standards. Secondary Principal outlines the general objectives of the course content; approves recommendations made by various departments and committees of teachers for texts, teaching aids, library books, periodicals, laboratory and classroom equipment and materials, recreational material, and general supplies. The arrangement of class schedules to meet special situations, and the assignment of extracurricular activities to school personnel. With the advice and assistance of various departments, and other personnel as required, has responsibility for the enrollment and grade placement of pupils and for the promotional program for all students. Reviews remedial measures provided for any special needs students, to bring them up to the desired level of achievement and coordinates the task of providing special help required for maladjusted or handicapped pupils. Maintain high morale among both the staff and the student body and maintain a program to bring the school and community into harmonious relationships. Meets with parents of pupils and discusses with them the educational and social problems of their children. Secondary Principal is responsible for the overall management of the Hot Springs Secondary School. Within budgetary and established limitations, determine number and type of positions required to operate building level and recommend the selection, promotion, and separation of employees accordingly. FACTORS: Supervisory Controls Incumbent is under the supervision of the Superintendent free from day-to-day supervision. The Incumbent is allowed discretion in selecting tests, visual aids, and other training devices from approved lists. Subject to approval of the supervisor, incumbent develops special courses and materials necessitated by the special needs of the students served. Work is reviewed for consistency with policies, procedures, regulations, and the State Department of Education''s educational soundness of the Incumbent''s program. This is accomplished through staff meetings, review of written reports, and observations of accomplishments and conduct of students. Guidelines Written guidelines include the District Policies, Master Contract, the State Course Of Study, and other special materials prepared by the State Department of Education. Consultative service is available from Black Hills Special Services Coop and various state agency departments who make visits to observe and offer assistance and guidance. Further guidance is available on education methods, techniques, and developments through conferences and workshops by the District, Region and other cooperative entities and their personnel. Complexity Administratively responsible for the proper function of the instructional program through provision of direction through the various departments, insuring that established goals and objectives are followed, that curriculum, instructional materials, education program organization, and instructional methods and techniques are maintained at a high standard and are being improved through regularly scheduled on-going evaluations, planning, and in-service training. Institutes remedial measures for bringing pupils up to class standards and assures that special needs students are given the special help they require. Incumbent exercises administrative and technical supervision over all departments in the respective building and sites of assignment of the Hot Springs High School. Personal Contacts Personal contacts are with students, all school employees, state education personnel, various other support agencies, parents, visitors and District Board. The purpose of contacts is to provide and ensure quality materials for student instructions, to provide guidance for instructional staff and to discuss school programs with parents and interested visitors. Persons contacted are usually working toward mutual goals and generally have cooperative attitudes. Physical Demands Physical demands are those which occur within an office setting and frequent visits to classrooms and various departments to assist staff members. There may be occasional long hours due to attendance at School Board meetings or at any other meeting involving school matters that require Incumbent''s attendance. Work Environment The Incumbent works in an office setting and school environment which involves normal, everyday risks or discomforts. The work area is usually suitable for performance of work.
