JOB SUMMARY
The Work-Based Learning (WBL) Coordinator develops, implements, and oversees both school-based and community-based paid and unpaid work experiences that connect students'' academic instruction to real-world job skills. These opportunities support students enrolled in the district''s 18–22 transition program called Journey.
The Coordinator ensures compliance with all applicable state and federal regulations, builds and maintains partnerships with employers and educators, and supports students in developing meaningful postsecondary outcomes aligned with their Individualized Education Program (IEP) goals.
Recognizing that students have diverse abilities and postsecondary pathways, the Coordinator also ensures that all participants, regardless of future employment status, develop valuable work-related, social, and daily living skills that promote maximum independence, community participation, and quality of life.
JOB RESPONSIBILITIES
Program Leadership and Compliance
- Develop and oversee a comprehensive Work-Based Learning (WBL) program aligned with district and state requirements.
- Ensure all placements meet Minnesota Department of Education (MDE) standards, including documentation, safety protocols, and training agreements.
- Maintain compliance with licensure, workplace safety, and student eligibility requirements.
- Collaborate with program case managers, related service providers and the district Student Services Coordinator.
- Support any required third-party billing-related tasks
Student Instruction & Support
- Manage a small caseload, including transition planning and IEP alignment.
- Provide classroom instruction in employment skills tailored to students'' individual learning needs.
- Coordinate work placements based on students'' interests, abilities, and transition goals.
- Provide job coaching, workplace readiness training, and individualized support.
- Monitor progress and support students attending the 916 Career and Tech program at Century College.
- Conduct on-site visits to monitor student progress and employer satisfaction.
- Support students'' social-emotional development, self-esteem, and positive behavior using proactive strategies and appropriate interventions.
- Maintain an organized, safe, and engaging learning environment.
Collaboration & Communication
- Collaborate with Journey Teachers, related service providers, and PLC teams to improve student outcomes.
- Participate in transition evaluations, planning, and IEP development.
- Provide direction, training, and oversight of paraprofessionals as needed.
- Communicate regularly with families, staff, and employers regarding student progress and employment needs.
- Work with the team to coordinate and supervise paraprofessionals supporting student job coaching.
- Create and distribute newsletters for the program.
- Collaborate with outside agencies such as VRS, Anoka County, etc., to ensure students are connected to available resources.
Community & Employer Partnerships
- Build and maintain partnerships with local businesses, agencies, and community organizations.
- Serve as the primary contact for employers hosting students.
- Provide employer orientation and ongoing support to ensure positive student experiences.
- Promote and expand community-based learning opportunities.
- Maintain a partnership with Top 5 – Able IT to support Stage 1 skill development and employment pathways.
Transportation & Logistics
- Operate school vehicles as needed to support student programming.
- Coordinate transportation needs for the Journey Program.
Education and Experience
- Preferred: Experience working with secondary transition-age students.
- Minnesota PELSB licensure as a Teacher Coordinator of Work-Based Learning.
Required Competencies
- Knowledge of state and federal special education and WBL laws and regulations.
- Ability to meet due process and timeline requirements.
- Strong collaboration and communication skills.
- Ability to work effectively with students across disability areas and diverse backgrounds.
- Experience developing individualized lesson plans and using instructional and assistive technology.
- Ability to maintain confidentiality.
- Strong organizational skills and reliable attendance.
- Ability to build partnerships with community businesses and leaders.

QUALIFICATIONS:
Must be a licensed Special Education teacher with the State of Minnesota, requires additional Work-Based Learning licensure.
Experience working with transition age (18-21) students.
Teachers must be able to demonstrate the highest commitment to student achievement and effective development.
Teachers must have the willingness to adapt to becoming part of a total school effort in educating our students.
Teachers must have a demonstrated ability to communicate effectively with other staff members, students and parents in providing and promoting positive relationships.
Teachers must be of the highest integrity with a strong commitment to modeling excellence in all aspects of the teacher/student/parent relationships.
