Job Title: ELD (English Language Development) Coordinator
Reports To: Executive Director
Summary: The ELD Coordinator provides leadership, oversight, and administrative support for the district''s English Language Development program. This role ensures that English Learners (ELs) have equitable access to high-quality instruction and that the district meets all state and federal compliance requirements for Language Instruction Educational Programs (LIEP).
Essential Duties and Responsibilities
1. Program Management & Compliance
- Legal Compliance: Ensure the district meets all requirements of the Office of Civil Rights (OCR) and Minnesota Department of Education (MDE) regarding EL services.
- Documentation: Oversee the identification, placement, and exit process for EL students, ensuring all records (including Home Language Surveys) are accurate and up to date.
- Grant Management: Assist in the writing and management of Title III federal funding and state EL aid.
- LIEP Plan: Develop and maintain the district''s Language Instruction Educational Program (LIEP) plan, updating it annually to reflect current data and instructional practices.
2. Instructional Leadership & Professional Development
- Curriculum Development: Lead the selection and implementation of ELD-specific curricula and ensure it aligns with WIDA English Language Development Standards.
- Instructional Support: Collaborate with ELD Team to facilitate and support the implementation of effective push-in and pull-out instructional models, ensuring continuous collaboration between EL specialists and general education teachers.
- Professional Development: Design and facilitate training for all district staff on cultural competency, linguistic scaffolding, and strategies for supporting multilingual learners in the mainstream classroom. Design and facilitate training for ELD Department to further schools'' Language Instruction Educational Program
3. Assessment and Data Analysis
- State Testing: Coordinate the administration of the WIDA ACCESS and Alternate ACCESS for ELLs assessments.
- Progress Monitoring: Analyze EL student data (MCA scores, ACCESS growth, and graduation rates) to evaluate program effectiveness and make data-driven recommendations for instructional changes.
4. Family and Community Engagement
- Outreach: Partner with school cultural liaisons to support connections between the school district and non-English speaking families to encourage participation in school activities.
- Translation/Interpretation: Partner with school cultural liaisons to coordinate translation and interpretation services for the district to ensure families receive vital information in their preferred language.
Qualifications and Requirements
- Education: Master''s Degree in ESL, TESOL, Bilingual Education, or Educational Leadership preferred.
- Licensure: Valid Minnesota K-12 ESL teaching license (required); Administrative or Supervisory license (preferred).
- Experience: Minimum of 5 years of successful EL teaching experience; prior experience in a leadership or coaching role is highly desirable.
- Skills:
- Deep knowledge of WIDA Standards and the WIDA Screener
- Strong understanding of federal and state laws regarding English Learners.
- Fluency in a second language is a significant asset.
