POSITION SUMMARY This position serves as both the district''s licensed Ojibwe Language and Culture teacher and the dedicated American Indian Education Coordinator required under Minn. Stat. § 124D.76. The person in this role provides direct cultural and language instruction to American Indian students, leads the district''s American Indian Education Aid (AIEA) program, manages the federal Title VI grant, and serves as the primary bridge between the school and the American Indian community. This is the district''s highest-level Indian Education position and is designed to provide comprehensive program leadership alongside direct student instruction. ESSENTIAL DUTIES AND RESPONSIBILITIES Instruction ? Provide K-12 classroom instruction in Ojibwe language, Anishinaabe history, and/or American Indian culture consistent with the district''s AIEA program plan and the six areas of focus under Minn. Stat. § 124D.74, subd. 1. ? Develop and deliver culturally responsive curriculum that promotes positive self-image, cultural pride, and academic engagement among American Indian students. ? Ensure all instruction supplements ? and does not supplant ? the regular school program, consistent with Minn. Stat. § 124D.74, subd. 1. ? Ensure all courses are structured in a non-discriminatory manner consistent with Minn. Stat. § 124D.74, subd. 5. ? Develop intercultural awareness among all students, parents, and staff. Program Coordination & Administration ? Serve as the district''s dedicated American Indian Education Coordinator pursuant to Minn. Stat. § 124D.76, promoting communication and cooperation between the schools and the American Indian community. ? Lead development of the annual AIEA program plan and budget worksheet in collaboration with the AIPAC, with submission to MDE by the annual deadline. ? Manage the federal Title VI Indian Education Formula Grant, including the annual application, 506 form collection, parent committee compliance, annual performance reporting, and tribal consultation requirements under ESSA § 8538. ? Maintain accurate, separate revenue and expenditure records for all Indian Education programs as required by Minn. Stat. § 124D.81, subd. 5. ? Coordinate the American Indian Parent Advisory Committee (AIPAC), ensuring the committee has data and information needed to fulfill its advisory role under Minn. Stat. § 124D.78. Community Liaison ? Visit the homes of children to be enrolled in the American Indian Education program to convey program information (statutory duty under § 124D.76). ? Build and maintain relationships with Red Lake Nation tribal government, education department, and community members. ? Connect American Indian families with school and community resources and serve as a trusted point of contact for families navigating district services. ? Support postsecondary preparation activities for eligible American Indian students. MINIMUM QUALIFICATIONS ? LICENSURE Required: ? Valid Minnesota PELSB American Indian Language, History, and Culture (AILHC) license in one or more of: Ojibwe Language, Ojibwe History and Culture, American Indian Language, or American Indian History and Culture. ? AILHC licensure requires a resolution or letter of support from a recognized Tribal Nation. Standard MTLE content and pedagogy exams are not required for this license. ? A bachelor''s degree is required unless the candidate qualifies under a PELSB-recognized exemption. Tier 1 Shortage Alternative: ? If no AILHC-licensed candidate is available after a documented good-faith search, the district may hire under a Tier 1 license.
