Supervises business office staff engaged in processing District financial accounting and payroll functions, including but not limited to payroll, posting to the general ledger, accounting for revenues, processing fringe benefit billings, providing for proper internal accounting, procedures, controls, and accounting for federal programs. ESSENTIAL DUTIES AND RESPONSIBILITIES: Other duties may be assigned. The Business Manager shall, along with the Superintendent, prepare the district budget and a long-range financial planning document and assist in presenting of the budget to the School Board and public. The Business Manager shall assist in the development of procedures and serve as a consultant to principals and the superintendent in the preparation of program budgets. The Business Manager shall establish and monitor a budget control system for the District. They will supervise district office staff. The Business Manager shall conduct statistical and research projects within the school district, which will provide management information and evaluation capabilities to aid in short and long-range financial forecasting in order to better, assure sound district financial planning and decision-making. The Business Manager shall assist the Superintendent and Board in negotiations with employee groups by developing computerized spreadsheets, salary schedule and proposed language changes and other activities as assigned by the Superintendent. The Business Manager shall be responsible for and administer a program of the purchasing of supplies and equipment in the best interest of the District. The Business Manager shall recommend procedures for competitive bidding, quotations, and negotiations for items necessary for the operation of the District. The Business Manager shall prepare all bidding documents, including notice to bidders, instruction to bidders, specifications and proposal forms. Establish up-to-date systems of financial accounting that meet the requirements of the state auditor, federal auditors, state department of education and the District''s auditor. Direct the accounting operations and supervise staff assigned to assist with the financial systems of the district. Manage the SERVS and SEDRA Reporting system; submit requests for federal reimbursements Recording and proper coding of district revenue from state, federal, county and other sources Preparing cash flow information and managing the bank accounts of the district Manage and prepare documents related to construction bonds,Truth in Taxation, levy certification, bond certification, investments, etc. Oversee the fiscal administration of all Federal, State, and local grants, assuring compliance with appropriate regulations and appropriate expenditures. Prepare all forms and billing requests for funds. Arranges for internal and external auditing of the school accounts. The Business Manager shall prepare and review year-end reports for the annual audit. Review and approve accounts payable and accounts receivable transactions. Oversees the collection, safekeeping, and distribution of all funds. Oversees payroll processing and serves as backup to the Payroll Specialist. Oversee school property and liability insurance programs Responsible for the financial aspects of all Federal programs and of the programs in which the district is the fiscal host. Stays current with changes in laws by participating in educational opportunities. Administers the annual tax levy certification process by determining specific levy amounts per statutory requirements. Compile and present the district information at the annual Truth-In-Taxation hearing. Prepares monthly bank reconciliation. The Business Manager shall supervise clerical aspects of all insurance matters, such as maintenance of policy registers, premiums, claims, and other insurance needs. The Business Manager shall establish and maintain an effective inventory control and property accounting system (fixed assets record) for the school district. The Business Manager shall prepare and review other reports as assigned by the Superintendent. The Business Manager works with the Superintendent to carry out the district''s responsibilities for the Comparable Worth study. The Business Manager shall assume such scheduling, coordinating, and clerical functions as the Superintendent may assign. The Business Manager regularly reports to the Superintendent on any developments or problems within the district that come to his/her attention and require the Superintendent''s awareness or action. The Business Manager performs such other tasks and assumes such other responsibilities as the Superintendent may assign or delegate from time to time. Prepares and submits annual state reports. SUPERVISORY RESPONSIBILITIES: Directly supervises the accounting technician, activities secretary, and payroll specialist. Carries out supervisory responsibilities in accordance with the organization''s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems. QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Insurance coverage & bond maintenance EDUCATION AND/OR EXPERIENCE: Business or Accounting Degree; Experience in school finance preferred. LANGUAGE SKILLS: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS: Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plan and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. OTHER SKILLS AND ABILITIES: Proficiency with micro computer applications and office supervisory experience required. Ability to apply knowledge of current research and theory in specific field. Ability to establish and maintain effective working relationships with students, staff and the school community. Ability to speak clearly and concisely both in oral and written communication. Ability to perform duties with awareness of all district requirements and Board of Education policies.
