Human Resources Generalist
Reports To: Superintendent
Position Type: Full-Time, Primarily remote with occasional in-person requirements
Duty Year: 12 Month
FLSA Status: Non-Exempt
Compensation
Hourly rate: $23–$28 per hour, based on qualifications and experience. Houston Public Schools offers a comprehensive benefits package, including health insurance, retirement benefits, paid leave, and other employee benefits.
Purpose
The Human Resources Generalist supports district employees and daily human resources operations by coordinating recruitment, onboarding, payroll, employee records, licensure tracking, and staff support services. This position works collaboratively with employees, administrators, and applicants to foster a positive, welcoming, and service-oriented workplace culture.
Essential Functions
Human Resources Operations
- Coordinate recruitment, hiring, and onboarding processes for district employees.
- Manage job postings, applicant communications, and employment documentation.
- Assist with interviews, background checks, and new employee orientation.
- Process district payroll and maintain accurate personnel records.
- Track employee licensure, certifications, and compliance requirements.
- Maintain confidentiality of personnel information and employment records.
- Assist with employee contracts, benefits administration, and leave management processes.
- Support employee relations efforts and respond to staff questions and concerns in a timely and professional manner.
- Assist with the development, maintenance, and communication of district policies, procedures, handbooks, and HR resources.
- Provide responsive customer service and support to employees, administrators, and applicants.
General Responsibilities
- Maintain positive relationships with employees, applicants, administrators, and community members.
- Attend meetings, trainings, and professional development activities as assigned.
- Support district initiatives related to employee engagement, retention, and organizational effectiveness.
- Perform other duties as assigned by the Superintendent.
Qualifications
Required
- Associate degree or equivalent combination of education and experience.
- Strong organizational, communication, and interpersonal skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Proficiency with technology, databases, and office software.
- Ability to manage multiple priorities while maintaining accuracy and attention to detail.
Preferred
- Degree in Human Resources, Business, Education, or a related field.
- Experience in human resources, payroll, or personnel administration.
- Experience working in a school district or public-sector environment.
- Knowledge of employment practices, payroll processes, and personnel record management.
Knowledge, Skills, and Abilities
- Knowledge of human resources and payroll practices.
- Ability to establish and maintain positive working relationships.
- Ability to communicate effectively with a variety of audiences.
- Ability to organize, prioritize, and manage multiple responsibilities.
- Ability to work independently and collaboratively.
- Ability to provide excellent customer service while maintaining professionalism and confidentiality.
Working Conditions
Work is primarily performed in an office environment with frequent interaction with employees, applicants, and administrators. The position requires the ability to manage multiple tasks, maintain confidentiality, and meet deadlines in a fast-paced environment.
