Work is performed under the limited supervision of the building administrator, special education building level coordinator, and the Special Education Director. The ECSE Coordinator under the direction of the building Administrator and Director of Special Education, performs intermediate professional work by coordinating the delivery of Special Education Services, providing due process supervision, supporting special education staff and teams, and related work as apparent or assigned. Continuous oversight and leadership are exercised over case managers. Direct Instruction & Service Delivery Plan and implement specialized educational services and home-based interventions for children ages Birth to 7. Contribute to and support the implementation of Individualized Family Service Plans (IFSPs) and Individualized Education Programs (IEPs). Develop and facilitate transition plans for young children moving into preschool or kindergarten settings. 2. Assessment, Evaluation & Due Process Compliance Coordinate assessment team processes and conduct developmental evaluations, including standardized assessments, classroom observations, and parent interviews. Serve as the primary contact for families during initial evaluations and lead the creation of evaluation plans and reports in compliance with Minnesota Department of Education (MDE) standards. Maintain, audit, and adhere to all due process documentation, timelines, and record-keeping required for both Birth?3 (Part C) and 3?7 (Part B) populations. Provide support and peer review to special education teachers for IEPs, timelines, progress reports, and due process paperwork.* 3. Program Leadership, Operations & Supervision Direct, schedule, onboard, and guide paraprofessional staff across the building or program. * Coordinate service delivery logistics, including caseload management, special transportation, behavior consultations, and restrictive procedure oversight/reporting. * Oversee building-level special education operations, including Medical Assistance (MA) billing, time-and-effort documentation, department purchasing, and fiscal accountability. * Serve as Administrative Designee in meetings and participate in building and district coordinator meetings as assigned. * 4. Family & Community Collaboration Act as a primary liaison connecting families, school staff, administrators, and external agencies (e.g., social services, public health, medical providers). Regularly consult with educators, district leadership, and parents regarding student progress, emerging needs, and due process paperwork. Knowledge, Skills, and Abilities (KSAs) *Denotes essential duties and qualifications primarily required when the position is filled at the Coordinator level or assigned building-wide administrative responsibilities. 1. In-depth understanding of state and federal special education laws, MDE guidelines, due process distinctions between Part B and Part C, and restrictive procedure regulations. Leadership & Operational Abilities Ability to manage building-wide caseloads, assign resources, and support peer staff through IEP/due process audits.* Knowledge of special education administrative workflows, including budget tracking, MA billing, and time-and-effort compliance.* Ability to serve effectively as an Administrative Designee in official team meetings.* 3. Communication & Interpersonal Relations Strong oral and written communication skills for writing comprehensive evaluation reports, leading meetings, presenting to groups, and facilitating family partnerships. Skill in building and maintaining cooperative, professional relationships with families, multidisciplinary teams, administrators, and community agency partners. Strict commitment to student privacy, confidentiality, and professional ethics. 4. Technology & Data Analysis Proficiency in special education documentation software, standard office productivity software, and office equipment. Proficiency in school district accounting/purchasing software and financial systems.* Ability to collect, analyze, interpret, and present student performance and program data. Education and Experience Bachelor''s degree in Special Education, or related field and considerable experience as a special education teacher, or an equivalent combination of education and experience. Minnesota Early Childhood Special Education (ECSE) Teaching License issued by PELSB.
