Description Executive Director of Human Resource, 8 hours a day for 260 Contract Days. Summary The Executive Director of Human Resources directs all aspects of the Human Resources function for the district from planning, implementing, directing, and maintaining the district's personnel services for payroll, compensation including coordinating banding/grading, employee relations, benefits administration, staffing and recruiting, and performance management. Manages the collective bargaining agreements and provides recommendations regarding contract language to the negotiations team and superintendent. Participates in contractual negotiations and employee relations issues; and ensures that personnel functions conform to the district, state, and federal requirements. Advises district administration and supervisory staff on issues related to employee performance and discipline. Serves as a member of the district central administration team and cabinet advising members on matters regarding human resources. Human Resources Management * Provide vision and ongoing direction and support in strategic planning and the development and implementation of the District's operational plan * Work in partnership with other District leadership to ensure delivery of the plan * Provide leadership and guidance for HR functions and its staff, including benefits and insurances, negotiations, employee relations, recruiting, hiring, and continuous development of high-quality staff * Provide a service-orientated culture within the department and across the District for staff * Oversee administration of benefit programs and contracts * Advise on policies and ensure policy implementation * Direct and supervise the overall operation of the Human Resources department and front office support * Serve as the District's Human Rights Officer for employee complaints and assure compliance with district harassment and discrimination policies. * Assist the superintendent and executive leadership team implement a district-wide continuous improvement process focused on customer needs and driven by measurable results * Administer all policies and procedures relative to personnel * Partner with leadership to ensure comprehensive orientation program for new teachers and onboarding process for all new staff * Support the special permissions licensing process for licensed staff * Direct compensation and payroll for the purpose of ensuring payment of wages each pay period; * Participates on District insurance advisory committee for the purpose of ensuring communication regarding insurance information/concerns between administration, employees and the provider * Coordinates Request for Proposals (RFP) for insurance programs as needed with the Executive Director of Business Services * Develop, plan and evaluate HR procedures and policies for the purpose of ensuring department is operating effectively and efficiently * Monitor worker's compensation program for the purpose of ensuring all work related injuries are properly reported, employees receive necessary safety information, medical treatment, and are returned to full work duties as quickly as possible; * Direct, supervise, and evaluate employees of the HR Team. Personnel Planning * Ensure effective and efficient delivery of the recruitment, screening, selection and assignment of all staff * Update and monitor hiring process to assure compliance with legal requirements, best practices and District standards * Coordinate and direct transfers, leaves, promotions and separations of District staff * Determine appropriate salaries for new employees * Directs the classification of job creation and job studies for the purpose of ensuring positions are classified and paid according to rating and in compliance with applicable state and federal regulations * Prepare personnel recommendations to the School Board and present as needed * Support administrators and employees in all personnel due process efforts to assure legal requirements are followed and employee rights maintained * Direct annual production, distribution and payment set-up of wage documents (e.g. contracts, wage notices, letters of assurance) for the purpose of ensuring employees are paid per the wage document and as directed by the Governing Board; Employee & Labor Relations * Serve as part of the District's negotiation team, managing and recording process for all bargaining units for final contracts and notes to agreements. * Support the administration and interpretation of all collective bargaining agreements * Provide leadership, guidance, delegation, and support to District committees * Develop and maintain a human resources information system and maintain appropriate personnel records of staff * Complete human resource-related reports, questionnaires and surveys * Maintain job descriptions for district positions * Develop, administer and interpret personnel policies and procedures for district staff * Ensure an understanding of a total compensation package * Provide leadership in the area of labor relations and human resources, as well as continuous improvement practices within the District * Provide leadership and support to District administrators, supervisors, departments and other leadership teams Other Duties as assigned Qualifications * Bachelor's degree in Business Administration, Human Resources Administration or similar field. Master's degree in Business Administration, Leadership, Educational Administration or similar field preferred. * Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) preferred. * Innovative and creative leader. * Manage multiple tasks and set priorities. * Experience supervising staff, assigning work, and evaluating performance. * Skilled in planning, organizing, and managing multiple programs or projects. * Able to develop and follow policies and procedures. * Understands recordkeeping and reporting requirements. * Familiar with local, state, and federal laws and regulations. * Able to apply rules and policies to ensure compliance. * Understands HR-related laws and best practices. * Strong communication and public speaking skills. * Can clearly convey information and provide direction. * Strong interpersonal skills; works well with others at all levels. * Proficient with computers and common software applications. * Able to maintain accurate records and reports. Pay & Benefits The pay range for this position is $140,000 to $160,000 annually. Description
Executive Director of Human Resource, 8 hours a day for 260 Contract Days. 

Summary
