Major Responsibilities: Performs difficult professional work handling District accounting; working with the annual audits; assisting and working with budget; preparing state and federal reporting; managing District cash flow and investments, and related work as apparent or assigned. Work is performed under the general direction of the Director of Finance and Operations. Continuous supervision is exercised over payroll and accounting personnel. Qualifications: Education and Experience Bachelor's degree with coursework in accounting, finance, or related field and extensive experience in an accounting office for a school district preferred, or equivalent combination of education and experience. Special Requirements Experience working in a multi-cultural setting and with diverse groups of people preferred. Alternatives to the qualifications as the Superintendent may find appropriate and acceptable will also be considered. Essential Functions * Assists the Director in the preparation and monitoring of the budget, preparing work papers for the audit and monitoring District cash flow and investments. * Oversees and monitors payroll and accounts payable personnel and activities. * Assists in compiling and analysis of District revenue and expenditure budgets. * Assists the Director of Finance in the development and processing of confidential data and information relating to District operations and financial management. * Oversees and manages all budgets for the Activities Department. * Facilitates all local, state, and federal financial compliance reporting. Prepares various accounting financial reports, reconciliation reports, and fixed asset records; prepares necessary financial reports for annual audit presentation. * Reconciles bank accounts, charge cards, district deposits, grants, District liabilities and District benefit liabilities; prepares treasurer report from balanced books. * Receipts all incoming revenue; reviews, codes and enters all deposits. * Interprets state and federal funding regulations and ensures all revenue and expenses are reported consistent with Uniform Financial * Accounting and Reporting standards (UFARS) and Governmental Accounting Standards Board (GASB) accounting guidelines. * Assists the Finance Director with quarterly reporting, audit and year-end closing processes. * Transfers monies to vendors; pays payroll taxes, sales taxes and files tax return. * Enters all journal entries; reviews and approves invoices * Edits and interfaces payroll data into the finance system; ensures accurate payroll distribution is transferred into the finance system. * Serves on various district and outside committees. * Enters original and modified budgets in EFinance Plus System (EFP); sets up new budgeting codes; and adjusts budget as required * Serves on various District and outside committees. * Reconciles Teachers on Call charges. * Attends work regularly and on-time. * Serves as the back-up to the Director of Finance and Operations. Knowledge, Skills and Abilities Comprehensive knowledge of the principles, practices and procedures of school financial administration; comprehensive knowledge of the general laws and administrative policies governing school budgeting and financial practices and procedures; thorough knowledge of account structure and database management; general knowledge of standard office procedures, practices and equipment; comprehensive skill using a computer and applicable hardware and software; comprehensive skill operating standard accounting software systems; ability to maintain a working level knowledge of district financial software; ability to forecast financial capabilities; ability to develop and present ideas effectively, orally and in written form; ability to establish and maintain effective working relationships associates, the School Board, associates, vendors, various agency representatives and general public. Physical Requirements This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting and repetitive motions, frequently requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires standing, walking and pushing or pulling; work requires close vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating machines and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
