SUMMARY:
Under general supervision, the Financial Analyst is directly responsible for identifying, analyzing and resolving issues related to financial planning and supporting budgeting related systems. The Financial Analyst will provide information to management by assembling and summarizing financial data; preparing reports; making presentations of findings, analyses, and recommendations.
ESSENTIAL FUNCTIONS:

* Creates financial models as needed to evaluate information and be able to explain the results; performs work within scope of authority and training; duties may vary according to job assignment.
* Assures that the district’s finance and budget processes are updated, revised and rewritten to reflect changes in district, state and Federal requirements.
* Oversees and conducts studies regarding financial projections and revenue sources.
* Provides financial analyses and counsel to Departments on revenues, expenditures and budget issues, trains staff in various budget and financial systems.
* Provides support and assistance to the Director of Business Services in the strategic fiscal management and decision-making process related to the district’s finance and budget processes and systems improvements.
* Serves as key member of Fiscus Management team to develop/improve consistent procedures and focus on pertinent business and accounting issues.
* Demonstrated knowledge in budgeting, financial operations, and reimbursement accounting.
* Assist with gathering and review of information for use in the budgeting and forecasting process.
* Maintains all aspects of security and confidentiality of records and information
* Assists with training district staff on Oracle Fusion enterprise planning management system.
* Contributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending, and implementing improved policies and procedures.
* Directs the conduct of and conducts analytical and technical studies; develops and reviews reports of findings, alternatives, and recommendations; directs the maintenance of accurate records and files.
* Ensures the department processes incorporates appropriate internal controls.
* Serves as key member of Fiscus Management team to develop/improve consistent procedures and focus on pertinent business and accounting issues.
* Ensures the Finance Department procedures follow state and Federal rules and regulations, and Hopkins Public Schools policies and procedures.
* Promotes and supports the overall mission of the district by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
* Bachelor’s degree in accounting/business administration or a closely related field.
* Five (5) years of professional experience in financial analysis.
* OR an equivalent combination of education, training, and experience.
Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
* Driver’s license.
Required Knowledge and Skills
Required Knowledge:
* Thorough understanding of financial operations systems and experience with Oracle Fusion or other similar systems.
* Government Accounting Standards Board (GASB), standards, recommended practices, rules and regulatory reporting requirements.
* Specialized district and state agency accounting software applications, including Oracle Fusion and State of Minnesota Uniform Financial Accounting and Reporting Standards (UFARS).
* Intermediate proficiency with a strong emphasis on Microsoft Excel.
* Adherence to tight deadlines and quick turnaround for deliverables.
* Ability to think critically and strategically and to collaborate effectively with staff across the organization.
* Principles and practices for providing customer and personal services.
* Administrative principles and practices, including Microsoft office suite.
* Ability to effectively present information and respond to questions from management, vendors, and associates.
* Strong organizational skills and the ability to develop and maintain an organized structure.
* Computer applications related to the work.
* Strong written and oral communication skills.
Required Skills:
* Preparing clear and concise reports, correspondence, and other written materials.
* Monitoring and interpreting financial documents and assuring compliance with all regulatory requirements governing public sector financial activities.
* Reviewing interrelated financial and technical records and identifying and reconciling errors.
* Answering questions, advising staff, and resolving problems regarding financial information systems.
* Using initiative and independent judgment within established procedural guidelines.
* Using tact, discretion, and prudence in working with those contacted in the course of the work.
* Performing effective oral presentations to large and small groups.
* Contributing effectively to the accomplishment of team or work unit goals, objectives, and activities.
* Performing assigned responsibilities in a manner consistent with the district’s established Core Values.
