ASSISTANT DIRECTOR OF EARLY LEARNING

QUALIFICATIONS:
1. Early Childhood or Parent Education Licensure Required
2. Minnesota administrative licensure as Director of Special Education required (or ability to obtain)
3. Bachelor's Degree in Education or related field.
4. Minimum of 5 years teaching or leadership experience in early childhood education
5. Outstanding interpersonal communication skills which facilitate joint problem solving and innovative planning
6. Supervisory and managerial skills
7. Knowledge of and experience with applying special education state and federal laws and regulations
8. Ability to provide instructional leadership for teaching staff
9. Proven success in working with students, parents, staff and administrators
10. Experience with continuous improvement and data management
JOB GOALS:
Provides vision for and the direct supervision of the early childhood programs offered through Prior Lake-Savage Area Schools’ Community Education and Student Support Services departments. Position works in cooperation with the Academic Services Department to determine and be accountable for appropriate kindergarten readiness objectives and early childhood programs that enrich, expand and support the District’s mission and vision. This position oversees Early Childhood Family Education (ECFE), School Readiness, preschool, early childhood screening, home visiting,and Early Childhood Special Education (ECSE) birth-age 5 programs as well as parent education programming.
PERFORMANCE RESPONSIBILITIES:
Quality Teaching and Learning Leadership:
* Provide instructional leadership and facilitate staff development in instruction, best practices related to assessment and evaluation, specialized instruction, intervention, parent communication, team-building, curriculum modification, interagency collaboration and related technical skills
* Coordinate partnership with Academic Services department and Elementary Principals to provide seamless student transitions to kindergarten
* Work collaboratively with Academic Services department, district leadership, and elementary principals to ensure alignment of curriculum, assessment, and PreK-3rd grade alignment
* Work with the Directors to ensure coordination of programs and alignment to District work
* Lead the development of curriculum and implementation of instruction programs.
* Evaluate programs and services to encourage the use of a variety of instruction strategies consistent with research on early child learning and child growth and development.
* Plan and implement staff development programs relative to district and building initiatives.
* Foster relationships with parents in describing available District programs, developing creative plans and assuring due process protections and procedural safeguards under IDEA and Minnesota Statutes
* Participate in statewide and regional planning and informational meetings for Early Childhood Special Education
* Coordinate partnership with K-12 Student Support Services Administration and Elementary Principals to provide seamless student transitions to kindergarten.
Program Management Leadership:
* Provide leadership and administrative direction for all preschool programming
* Provide site management and handle building related issues for Edgewood School
* Supervision of Staff: recruit, hire, assign, evaluate, and/or dismiss certified and non-certified staff in all Early Learning Programs located in public, nonpublic, community locations and home environments during regular school year and extended school year programs
* Develops and recommends plans for initiating or changing programs and services while utilizing best practices in Early Childhood Programming
* Project future needs and participate in planning activities related to school district enrollment, making recommendations for staffing, facilities, interagency agreements, and staffing to meet ever-changing needs during regular and extended school year
* Coordinate interagency and inter-district agreements related to services and placement
* Represent Prior Lake-Savage Area Schools in the Interagency Early Intervention Committee (IEIC) for early identification of children with special needs through coordinated outreach efforts in child find activities and assessment, diagnosis and interagency collaboration
* Coordinate systems for record keeping and reporting to the Early Childhood Advisory Council, Community Education Advisory Council, School Board and Department of Education.
* Maintains open lines of communication with all segments of the school community
* Participate in statewide and regional planning and informational meetings for Early Childhood Education and Special Education
* Develop and maintain program budgets. Oversee ECFE, School Readiness, Preschool and Early Childhood Screening budget and finances. Asset with the annual expenditure plan for ECSE budgets and monitor expenditures
* Establish program goals and work with Specialists to ensure goals are met on an annual basis.
* Responsible to meet department goals
* Works with staff to assure accurate data management
Compliance-Based Leadership:
* Facilitate development and implementation of individual program plans for students through use of Individual Family Services Plan (IFSP), and Individualized Education Plans (IEP)
* Maintain current knowledge regarding state and federal laws, rules, regulations and best practices within special education
* Ensures that program and reporting requirements and specifications are clear and well documented
* Represent and coordinate interagency efforts for early identification of children with special needs through child find activities.
* Ensure compliance with Parent Aware.
* Write for grants and scholarships and ensure necessary requirements are met.
* Participate in data processing and information management activities related to required state and federal child count reporting, MARSS, UFARS, Uniform Tuition Billing and preschool program state reports.
TERMS OF EMPLOYMENT: Twelve-month year. Terms and conditions of employment according to contract.
