Job Summary:
The Director of Business Services is the Financial Officer for the District and as such is responsible for managing its budgetary and financial affairs. The Director of Business Services reports to the Superintendent of Schools. This role is critical not only in overseeing financial operations but also in working cross-functionally with other Directors to drive organizational transformation and operational efficiency. The Director will serve as a strategic partner across departments, collaborating closely to align financial planning with academic goals, streamline processes, and support data-informed decision-making that enhances all aspects of school performance.
Duties/Responsibilities:
Financial Strategy & Stewardship
* Direct the development of the district’s annual budget, long-range financial forecasts, and property tax levies.
* Ensure all financial planning aligns with state and federal regulations, board policy, and recognized best practices in school finance.
* Maintain a robust system of financial controls, accounting records, and auditing procedures to guarantee fiscal integrity and accountability.
* Monitor the financial performance of all funds, including general operations, child nutrition, and community education, and provide timely reports and recommendations to district leadership and the School Board.
Operational Leadership & Risk Management
* Partner with Director of Information Services, Director of Innovation, Design & Learning, Assistant Superintendent and Superintendent to provide oversight and transformational leadership to Facilities and Transportation departments, and Nutrition Services as needed
* Anticipate emerging challenges in school business operations and proactively adjust policies, contracts, and practices.
* Lead negotiations for transportation and other vendor contracts, ensuring compliance with legal requirements and maximizing value for the district.
* Oversee district insurance programs, tax-sheltered annuities, and student accident coverage.
* Supervise the timely and accurate processing of payroll, vendor payments, and procurement functions.
* Uphold efficient inventory, storage, and distribution systems.
Organizational Development & Talent Management
* Supervise Business Services personnel, ensuring high standards of performance and continuous professional growth.
* Partner with Human Resources in recruitment, assignment planning, and staff workload management.
* Provide leadership in district negotiations with employee bargaining units, advising on fiscal impacts and sustainability.
* Recommend personnel actions to the Superintendent and manage leave requests and staffing changes.
Governance, Accountability & Community Engagement
* Prepare and present financial documents and analysis to the Board of Education, supporting sound governance and informed decision-making.
* Facilitate the Citizens’ Financial Advisory Committee and the Board Audit Committee.
* Serve as clerk for school elections, overseeing candidate filings, election logistics, and compliance.
* Foster transparent, constructive relationships with vendors, suppliers, and the broader community to maintain the district’s reputation for integrity and fiscal responsibility.
Professional Learning & Continuous Improvement
* Remain current on laws, regulations, and best practices affecting school business operations through active participation in state, regional, and national professional organizations.
* Leverage data and feedback loops to drive continuous improvement in business services and operational efficiency.
Additional Duties
* Perform other responsibilities as assigned by the Superintendent to advance the district’s mission and ensure the effective delivery of educational services.
Knowledge, Skills, & Abilities
* Excellent human relations and communications skills.
* Ability to delegate authority and to provide effective supervision.
* Ability to work in a team situation, provide strong leadership, yet share decision making.
Qualifications
* Academic preparation which combines study in educational administration and business administration is preferred.
* A background of successful training and experience in school business management at the district level and in the state of Minnesota.
* Experience which contributes directly to a strong understanding of school accounting, financial planning, and budget development and administration.
* Has worked in or is working in a school district with a sound fiscal policy.
Schedule and Compensation:
FTE: 1.0, 260 days.
Nonaffiliated G-50.
Salary: $187,883.59 - $215,594.87, DOE (to be prorated based on start date).
