JOB TITLE: Executive Director of Administrative Services DEPARTMENT: Human Resources REPORTS TO: Superintendent SUMMARY: Plans, organizes and manages Human Resources programs and activities, including employee relations, employment, compensation administration, employee benefits, labor relations, employee assistance, and wellness programs; provides expert professional assistance to staff in human resources and related matters. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills. * Provides planning, direction, coordination and communication to Cabinet members to achieve effective implementation of District services to all school buildings. * Works closely with the human resources department and other appropriate staff in the planning, directing, supervision, assignment, and evaluation of the school&#8217;s staffing, employee relations, employee benefits, insurance, health, and operational support services activities. * Directs investigation, analysis and method formulation for handling special projects; evaluates final results; reviews various prepared reports and performs special projects; advises and consults the School Board, Superintendent, or other cabinet members on a variety of non-routine matters. * Directs the investigation, analysis, and decision-making process regarding personnel problems and/or other related policy issues including but not limited to the applicable contract grievance process, employee discipline, and termination. * Directs the administration of the Equal Employment Opportunity program. * Directs the administration of the school system&#8217;s compensation and performance evaluation programs, including job descriptions, salary surveys and position reclassifications. Also serves on the Q-Comp oversight committee. * Determines the human resources training needs throughout the school system; develops and plans training programs to meet the established needs; coordinates the implementation of both on-going and special interest training programs. * Directs the development of systems, policies and procedures to streamline operational functions and minimize duplication of efforts and redundancies within school offices; enhances the effectiveness of supervisors by assisting in the design of programs which are consistent with school district goals and objectives. * Directs the development of methods for interaction between employees and supervisors concerning job responsibilities in order to enhance job satisfaction, solve job-related problems and improve organizational effectiveness; assists in creating a work environment which emphasizes a commitment to service as a means to achieving personal satisfaction. * Assumes leadership role on the Superintendent&#8217;s Cabinet; assists with long-range strategic planning; assists with the developing system-wide budget, plans, policies and activities; performs various duties assigned by the Superintendent. * Prepares and delivers written and oral presentations on personnel recruitment and management issues to the School Board, principals, teachers, parents, and community groups; attends regular meetings of the Board; conducts staff meetings; attends other related meetings. * Supervises and conducts personnel administration duties for direct report subordinates, including hiring and termination, evaluating, assigning special projects, monitoring attendance and travel reports. * Serves as the district&#8217;s chief spokesperson in collective bargaining with district employee groups and represents management in the negotiations process. * Directs the planning, development, coordination, and evaluation of operations of the human resources department including establishing department goals and objectives. * Oversees the human resources department&#8217;s advice, support, and assistance functions in interpreting policies and procedures and in counseling, employees and other agencies on employment, record keeping, retirement, grievance and other personnel matters and procedures. * Works closely with the human resources department in the planning, directing, supervising, assigning, and evaluation of the school&#8217;s recruitment activities, such as applicant interviewing, determination of applicant qualifications, establishment and maintenance of registers of eligible, licensed and referral of applicants, background investigations and reference checks. * Responsible for the maintenance of district policy at the direction of the school board and the superintendent; including updating of existing district policy, the writing of new district policy in accord with district standards and state/federal laws, and the interpretation of such policies for the district. * Serves as the district&#8217;s legal liaison regarding matters of policy and procedures in consultation with the district counsel. * Works with the student information department in the development of accurate short-term enrollment projections for the district. * Provides leadership in the development, maintenance and communication of school attendance boundaries; developing appropriate adjustments of the attendance boundaries at the direction of the school board and the superintendent. * Ensures compliance with Record Retention and Data Privacy legal requirements and serves as District Data Privacy Compliance Officer. * Serves as the district Human Rights Officer responsible for the oversight of the district&#8217;s anti-discrimination policies and procedures. * Participates and provides administrative leadership in the planning and execution of campaign structure for district initiated referenda in accord with district policy and state law. * Supervises the work of specific programs and personnel within the district as assigned by the Superintendent, including, but not limited to, performance evaluation, mentoring, budget and program oversight. * Assumes the Superintendent&#8217;s responsibilities in the absence of Superintendent. * Performs other tasks and assumes other responsibilities as may be assigned by the Superintendent. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and Experience: * Bachelor&#8217;s degree in human resources, education, business or related field required. Administrative licensure, law degree, human resources certification or master&#8217;s degree in related field, preferred. * Minimum of five years of labor relations and general human resources experience, preferably in a public school district. * Supervision and department management experience preferred. * OR an equivalent combination of education, training and experience. JOB TITLE: Executive Director of Administrative Services 
DEPARTMENT: Human Resources

SUMMARY:
