PRIMARY FUNCTION
Develop, implement, supervise and evaluate assigned divisions and programs to ensure program success. Provide overall leadership and administration for assigned divisions and programs. This position is part of the Community Education leadership team, reports to the Executive Director of Community Education and is responsible for the following Adult Academic/Adult Basic Education programs:
* Basic skills, English as a Second Language, adult diploma, GED, college prep. Classes for Adults who have suffered a brain injury or stroke, Career Pathway programming, on-site program at Hennepin Technical College
* Alternative high school/Academy ALC
* Pearson Vue Testing Center – at Crystal Learning Center and the Adult Correctional Facility
* PANDA Supplemental Service provider
* Workforce education at business sites
* Consortium manager/fiscal agent for consortium that includes AAP and the Adult Correctional Facility in Plymouth
RESPONSIBILITIES
* Determine staffing needs, establish job criteria, interview, hire, train, supervise, evaluate and dismiss licensed and non-licensed program staff
* Develop and manage program budgets; allocate resources equitably and efficiently including acting as fiscal agent for the consortium
* Prepare funding applications, monitor and report on gifts and grants
* Develop appropriate program policies and procedures and maintain accurate program records for local, state and national reports
* Define service parameters and establish direction for Adult Basic Education program initiation and expansion
* Develop, monitor and evaluate program goals and School Improvement Plan in cooperation with relevant staff
* Assess and evaluate services relative to community needs and program priorities
* Work cooperatively with Community Education divisions, district staff and the Adult Basic Education department at MDE
* Establish and maintain partnerships with other Adult Basic Education programs in the area, the Workforce Center, area employers and with likeminded non-profit organizations working in the field
* Establish strategies for building and maintaining community partnerships and collaborations with government agencies, service providers and community, state and national organizations
* Work with the Adult Correctional Facility to ensure compliance with state and federal Adult Basic Education requirements and to facilitate reporting and proper procedures for payments/funding
* Ensure compliance by all staff in AAP and the Consortium with the requirements of the Workforce Innovation and Opportunity Act (WIOA)
* Maintain knowledge regarding national and local legislative issues and promote positions that positively represent Community Education and Robbinsdale Area Schools
* Maintain appropriate professional memberships and attend meetings and conferences to sustain needed level of competence in assigned areas
* Attend occasional meetings in the evening including the Community Education Advisory Council and district events
* Other duties as assigned
QUALIFICATIONS
* BA or BS in education, business administration or related degree
* K–12 or ABE teaching license preferred
* Administrative license preferred
* Training specific to adult learners including English Language Learners
* Experience in organizational development or administration
* Experience in program and staff supervision and budget management
* Computer literate (including Microsoft and Google products)
* Able to attend work regularly and report to work in a timely manner
