SUMMARY:
Manages business operations including purchasing, accounting, business office and financial software, and investments; prepares local, state, and federal financial reports, and prepares audit documents.
 
ESSENTIAL FUNCTIONS:
This class specification lists the major duties and requirements of the job and is not all-inclusive.  Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.
  • Implements and maintains the District’s accounting system consistent with state reporting requirements.
  • Prepares interim and annual financial reports for all aspects of the District’s operations.
  • Prepares documentation and spreadsheets for the Annual Financial Report.
  • Maintains records for all financial grants received by the District to ensure revenues and expenditures are properly recorded, reported, and claimed.
  • Prepares revenue and expense records that are consistent with GASB and UFARS guidelines.
  • Coordinates audit process, including preparation of pre-audit work.
  • Develops, implements, and maintains district fixed asset records.
  • Manages the tax shelter annuity programs, including enrollments, vendor contact, and distribution of deductions.
  • Manages borrowing and investing of monies for minimum/maximum interest return.
  • Manages the financial data processing programs.
  • Tracks district liabilities, including leases; ensures obligations are met and payments are made.
  • Facilitates district wide staff training in the use of the financial software system.
  • Provides support for program-based budget managers to ensure effective utilization of district resources.
  • Manages business office assigned staff; assigns tasks, responsibilities, and projects; evaluates performance, resolves workload and technical issues, and assures that goals are communicated and achieved.
  • Provides systems expertise in the computerized accounting system.
  • Manages IDEAS and EFT state receipts and reporting.
  • Prepares cash flow analysis.
  • Promotes and supports the overall mission of the District by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Oversees the administration and operations of district payroll functions. 
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.
 
Education and Experience:
  • Bachelor’s degree in Accounting, Finance, or a closely related field.
  • Three to five years of professional accounting and finance managerial experience.
  • Prior audit experience preferred.
  • OR an equivalent combination of education, training and experience.
Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
  • Driver’s license.
  • Preference given to individuals holding CPA or other financial credentials
 
Required Knowledge and Skills
Required Knowledge:
  • District policies and procedures.
  • Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management, including payroll, treasury, grant funds and public debt management.
  • Government Accounting Standards Board (GASB), standards, recommended practices, rules and regulatory reporting requirements.
  • State and Federal laws governing public sector financial functions and funding.
  • Techniques and practices for efficient and cost-effective management of resources.
  • Principles and techniques of making effective oral presentations.
  • Computer applications related to the work. 
Required Skills:
  • Reading, interpreting, understanding and applying accounting standards and procedures, applicable Federal and state rules and regulations, and District policies and procedures.
  • Monitoring and interpreting financial documents and assuring compliance with all regulatory requirements governing public sector financial activities.
  • Maintaining complex financial and technical records and forecasting revenues and expenditures.
  • Planning, organizing, and coordinating the work of Department staff.
  • Evaluating workflow and effectively prioritizing multiple tasks, projects and demands.
  • Preparing, reviewing and presenting management reports.
  • Assessing and prioritizing multiple tasks, projects and demands.
  • Operating a personal computer using standard and specialized software.
  • Communicating effectively verbally and in writing.
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.

PHYSICAL/MENTAL REQUIREMENTS:

WORKING ENVIRONMENT:
Work is performed in an office setting.
Travel required to locations throughout the District.
 
Schedule and Compensation:
FTE: 1.0, 260 days
Nonaffiliated G-50
Salary: $128,921 - $142.830, DOE (to be prorated based on start date).
