Job Summary:
The Business Manager is responsible for the financial management and oversight of the district’s fiscal operations. This includes budget development, financial planning, compliance monitoring, payroll backup and reporting. The Business Manager ensures that district financial resources are managed responsibly and provides financial guidance to the Superintendent and School Board. This position oversees financial compliance and fiscal efficiency across all departments.
 
 
 
Essential Duties and Responsibilities:
1. Financial Planning and Budget Management- Tasks involved include:
 
  • To develop and manage the district’s annual budget, ensuring alignment with district goals and financial sustainability
  • Provide budgetary recommendations and financial forecasts to the Superintendent and School Board.
  • Monitor revenues, expenditures, and fund balances to ensure fiscal responsibility.
  • Assist with levy calculations and long-term financial planning for the district.
  • Prepare and present financial reports to the School Board and stakeholders.
 
2. Compliance and Reporting-Tasks include:
 
  • Ensure compliance with UFARS (Universal Financial Accounting and Reporting Standards), state and federal regulations, and district policies.
  • Coordinate annual financial audits, including preparation of required documents and responses to audit findings.
  • Prepare and submit state and federal reports, ensuring accuracy and compliance.
  • Oversee grant management, reporting, and financial compliance for federal, state and local funding sources.
  • Manage financial risk assessments and internal control procedures.
 
3. Financial Operations-Tasks include:
 
  • Backup for payroll operations while ensuring compliance with applicable tax laws and employment regulations
  • Administer employee benefits programs in conjunction with the Human Resources Coordinator to ensure compliance and efficiency.
  • Monitor and manage district cash flow, investments, and fund allocations.
  • Provide financial oversight for purchasing, accounts payable, and accounts receivable.
  • Ensure proper financial documentation and recordkeeping.
 
4. District Financial Oversight and Support-Tasks include:
 
  • Provide budgetary guidance and financial oversight for operational departments
  • Assist department leaders in developing and managing budgets that align with district goals.
  • Review contracts, bids, and financial agreements to ensure fiscal responsibility.
  • Work collaboratively with the Superintendent and School Board to support financial planning for capital projects.
 
 
 
 
 
 
 
5. Leadership and Collaboration-Tasks include:
  • Advise the Superintendent and School Board on financial matters and policy implications.
  • Maintain effective communication with district leaders, staff and community stakeholders regarding financial matters.
  • Implement district financial policies and procedures, ensuring adherence at all levels.
  • Support District Office personnel regarding financial operations
 
6. Additional Duties-Tasks include:
  • Assist with school district elections, including financial reporting and compliance with election laws
  • Assist the Superintendent and School Board with contract negotiations.
  • Participate in professional development to stay updated on best practices in school finance, accounting standards and regulatory changes.
  • Participate in meetings as directed by the Superintendent.
  • Perform other duties as assigned.
 
 
 
Work Requirements and Characteristics:
Education/Certification Requirements: Bachelor’s degree in Accounting, Finance, or a related field required. Additional certification in governmental accounting or school finance preferred.
 
Experience: Minimum of three years of experience in finance, accounting, or business management, preferably in a school district setting. Experience with UFARS, MARSS, GAAP, GASB, and school district finance strongly preferred.
 
Essential Skills: Strong analytical, problem-solving, and decision making abilities to support effective financial planning; Excellent communication and presentation skills for engaging with stakeholders; Ability to manage multiple priorities, deadlines, and projects with accuracy and efficiency; Proficiency in financial software, spreadsheets, and reporting tools for budgeting, forecasting, and compliance tracking; Strong leadership and interpersonal skills for collaborating with departments across the district; Strong knowledge of UFARS, school budgeting, and state/federal legislation/funding regulations; Ability to work independently and collaboratively.
