Position Title: Third Party Billing Secretary - 12 Months
Department/Building: Paul Bunyan Educational Cooperative
Reports to: Executive Director
Assignment: 2026-2027 School Year - Ongoing Starting Date: As soon as possible
Hours: 8 per day, Monday through Friday - Year Round (1 FTE)
Salary Range: $20.39 - $21.42 Per Hour (Based on education and experience; wages outlined in the Clerical-Secretarial Contract located on district website)
Union: AFSCME
FLSA: Non-Exempt

POSITION SUMMARY
The primary purpose of this role is to manage third-party billing processes, ensure compliance with DHS guidelines, and provide essential support to special education staff and service providers. This position is also responsible for maintaining accurate inventories, managing procurement, and overseeing the PBEC website, all while ensuring efficient office operations and effective communication within the Cooperative.
ESSENTIAL DUTIES
Essential duties include but are not limited to:
Third-Party Billing Management
- Execute third-party billing processes for all member school districts in accordance with Department of Human Services (DHS) guidelines.
- Verify student eligibility, ensure current parent consent forms are on file or inform parents of their billing rights before signing the MHCP application. Confirm parent agreement to district billing via MHCP application signature.
- Monitor MDE SharePoint for private insurance denials, ensure MA logs are entered into Sped Forms, prepare and submit claims, apply payments, and make necessary corrections.
Training and Support
- Provide training to special education teachers and service providers on third-party billing procedures, ensuring compliance and understanding.
- Establish working relationships with IEP Managers, teachers, and other service providers to gather additional information as required for accurate billing.
Data Management and Reporting
- Summarize end-of-year data for DHS to facilitate the calculation of third-party billing payment rates.
- Collaborate with other administrative assistants to maintain efficient and timely office processes and procedures.
- Create, maintain, and develop resources for data reporting
Inventory and Technology Management
- Maintain equipment and technology inventories for the Cooperative in compliance with federal guidelines.
- Address and resolve technology needs within the Cooperative.
Procurement and Resource Management
- Complete and process orders for the Cooperative, including supplies from Amazon, Office Shop, Pearson, and other vendors.
- Maintain and order assessment protocols supported through the Cooperative.
Website Maintenance
- Maintain and update the PBEC website to ensure accurate, up-to-date information is available to all stakeholders
General Office Support
- Serve as a backup phone operator and perform other duties as assigned to support the smooth operation of the office.
QUALIFICATIONS
- Minimum of High School diploma or equivelant, college degree preferred
- Strong communication and collaboration skills
- Experience with technical support and technology
- Experience with administrative support
- Experience with Data Management
- Experience Working with special education, preferred
- Experience with management inventory, preferred
