Description: The Special Education Evaluator provides educational evaluation services, including classroom observations and administration of academic achievement assessments, as part of a comprehensive evaluation program for students who may have an educational disability. This position works collaboratively with school psychologists, case managers, and evaluation teams within the member districts to ensure thorough, accurate, and compliant evaluations in accordance with Minnesota Department of Education criteria and state and federal special education laws.
Essential Duties
Assessment and Evaluation:
- Administer, score, and interpret standardized academic achievement assessment measures according to established standards and with accuracy.
- Conduct and complete psycho-educational evaluations, including educational evaluations and classroom observations, to determine whether a student has an educational disability using Minnesota Department of Education criteria.
- Analyze assessment data and provide accurate, research-based conclusions to support eligibility decisions.
- Maintain compliance with state and federal regulations regarding student evaluations, including the Individuals with Disabilities Education Act (IDEA).
Documentation and Reporting:
- Write specific sections of the comprehensive evaluation reports summarizing assessment results and ensuring timely completion.
- Complete student observation(s) summaries.
- Ensure all documentation adheres to district policies and procedures, including confidentiality requirements.
- Maintain accurate records of assessments, evaluation plans, and related paperwork.
Collaboration and Communication:
- Collaborate with school psychologists, case managers, special education teachers, and related service providers to coordinate evaluations.
- Participate in evaluation results meetings as requested.
- Communicate assessment results to parents, staff, and other stakeholders in a clear, accessible, and positive manner—both orally and in writing.
- Function as a strong and supportive team member who understands and embraces a multidisciplinary team model.
- Serve as a resource to staff regarding evaluation procedures and best practices.
- Support case managers and staff by providing ongoing guidance on evaluation processes and assessment interpretation.
- Interact with youth and their families in a manner that is sensitive and relationally based.
Compliance and Professional Practice:
- Demonstrate knowledge of state and federal special education laws and regulations, including due process requirements and IDEA, and ensure all evaluation procedures maintain compliance.
- Make recommendations in accordance with best practices and evidence-based practice models.
- Demonstrate knowledge of referral processes and resources.
- Demonstrate sound judgment and decision-making by maintaining the ability to plan, organize, disseminate information, and analyze and resolve problems.
- Stay current on best practices and legal requirements related to special education assessments.
- Attend required meetings and professional development opportunities related to assessment and evaluation practices.
- Adhere to all district policies and procedures (e.g., confidentiality, mandatory reporting of child abuse, safety precautions) and display excellent work habits, including timeliness and attendance.
- Perform other duties as assigned or requested.
Qualifications:
Education and Licensure:
- Minimum: Bachelor''s degree (BA/BS) from an accredited college or university in Education or a related field.
- Minimum: Valid Minnesota teaching license in Special Education or a related field, or the ability to obtain licensure.
- Preferred: MN Teaching Licensure with certification in ASD, DCD, EBD, or SLD.
Experience:
- Preferred: Minimum of three years of experience in special education, including conducting student assessments.
- Preferred: Experience working with students from K through grade 12.
- Preferred: Experience writing and interpreting evaluation reports.
Knowledge, Skills, and Abilities:
- Considerable knowledge of current best practices and laws, including due process and the Individuals with Disabilities Education Act (IDEA).
- Strong knowledge of and familiarity with a variety of educational assessment tools, including academic achievement tests, and their administration procedures.
- Ability to analyze and interpret assessment data to inform educational decision-making.
- Knowledge of state and federal special education laws and compliance requirements.
- Excellent verbal and written communication skills.
- Ability to work collaboratively on a team; strong collaboration and problem-solving skills.
- Organizational skills to manage multiple projects, prioritize demands, and meet timelines.
- Adaptability based on changing needs; solutions-focused problem-solving approach.
- A passion and willingness to learn, grow, and engage in ongoing professional development.
- Desire to work with students from K to grade 12 with varying levels of needs.
- Adept in learning and using new technology; ability to operate basic computer programs, tablets, and phones.
- Attention to detail and strong organizational skills.
Physical Demands:
- Ability to work at a desk, conference table, or in meetings of various configurations.
- Ability to stand and circulate for extended periods of time.
- Ability to see for purposes of reading laws, codes, rules, policies, and other printed matter, and observing students.
- Ability to hear and understand speech at normal levels; ability to communicate clearly in normal conversation.
- Ability to lift and carry up to 25 pounds.
- Must carry materials necessary to perform duties within schools, including test kits, files, laptop computers, and other assessment materials.
- Will travel to various buildings and districts on a daily basis and may encounter inclement weather during travel.
- Daily contact with students, teachers, and school staff; regular contact with parents, community members, and outside agency personnel.
Moderate to high stress levels at times.
Performance of Duties: Employees must faithfully perform, at a professional level of competence, the services and duties prescribed by the District, regardless of whether such duties are specifically described in policy, a job description, a notice of assignment, or another document. Prompt and regular attendance is an essential function of each employee''s job. Employees must comply with all lawful directives issued by the Executive Director or any individual with supervisory authority, as well as all applicable federal and state laws and all rules, regulations, and policies established by the District. Employees may not directly or indirectly engage or participate in any action or conduct that conflicts with the interests of the District, is inconsistent with their job duties, or is contrary to the basic educational mission of the District.
Days: 183 based on school calendars
Salary: $45,417 - $98,166
