Area Special Education Cooperative (ASEC) is proud to serve 11 member school districts in northwestern Minnesota. The cooperative supports Ada-Borup-West, Climax-Shelly, East Grand Forks, Fertile-Beltrami, Fisher, Fosston, Red Lake County Central, Red Lake Falls, Stephen-Argyle Central, Warren-Alvarado-Oslo, and Win-E-Mac.
POSITION SUMMARY:
ASEC’s Early Childhood Special Education (ECSE) Teacher provides direct services to young children with disabilities, birth to age seven. This position focuses on early intervention, individualized instruction, and family collaboration to support the developmental needs of students across our eleven member school districts. The ECSE teacher will work closely with families, service providers, and district staff to assess, develop, and implement educational programs that help children succeed in their learning environments.
0.4 FTE long-term (16 hours per week) Substitute Assignment Agreement for the 2026/27 School Year
Competitive compensation based on level of education and full years of licensed experience. SALARY RANGE: $43,097 – $90,145/annually based on 1.0 FTE. Salary for this position will be prorated based on 0.4 FTE and number of contract days to fulfill the long-term substitute assignment.
Eligible benefits, if any, will be determined based on employee classification, assignment length, scheduled hours, FTE, ASEC policy, and applicable state and federal requirements. Positions of 0.50 FTE or less are not eligible for benefits.
Mileage provided at current Internal Revenue Service rate.
MAIN AREAS OF ACCOUNTABILITY:
Instruction and Intervention:
Plan and implement individualized, play-based educational services for young children with disabilities and developmental delays.
Provide direct and consultative services in home, school, and community settings to support student development.
Conduct comprehensive developmental screenings and evaluations to determine eligibility for early childhood special education services.
Develop and implement Individualized Family Service Plans (IFSPs) for Birth to 3 (Part C) students and Individualized Education Programs (IEPs) for ages 3 to 7 (Part B) students.
Family & Team Collaboration:
Provide direct support and communication to families regarding student progress and intervention strategies.
Collaborate with district administration, school staff, and outside agencies to ensure continuity of services.
Facilitate transition planning from early intervention (Part C) to preschool services (Part B).
Compliance & Documentation:
Maintain accurate due process documentation, including evaluations, progress monitoring, and service records, in compliance with state and federal regulations.
Ensure timely and compliant completion of all due process procedures, including eligibility determination, service implementation, and progress reporting.
Follow all ASEC policies, district procedures, and state and federal special education laws.
Professionalism & Program Development:
Stay current on best practices in early childhood special education and apply evidence-based instructional methods.
Provide training and guidance to paraprofessionals and volunteers in early childhood settings.
Contribute to continuous improvement of ASEC’s early childhood special education programming.
Provide excellent public relations and customer service to families, staff, and member districts.
Perform other duties as assigned to support the needs of students and the cooperative.
MINIMUM REQUIREMENTS:
Education and Experience:
Bachelor’s or Master’s degree in Early Childhood Special Education, or related field.
Current Minnesota Professional Educator Licensing and Standards Board (PELSB) License of Early Childhood Special Education (ECSE) or ability to obtain licensure.
Experience working with young children with disabilities and their families (preferred).
Knowledge of early intervention (Part C) and early childhood special education (Part B) practices.
Special Knowledge/Skills:
Strong understanding of child development, early intervention strategies, and individualized instruction to support diverse learning needs.
Proficiency in screening, assessment tools, and data analysis to drive instructional decisions and measure student progress.
Ability to develop and implement IEPs and IFSPs while ensuring compliance with special education laws and due process requirements.
Effective collaboration with families, educators, and service providers to create inclusive learning environments.
Strong verbal and written communication skills, including the ability to present information and provide training to staff and families.
Commitment to equity, confidentiality, and adaptability, managing multiple priorities while maintaining ethical decision-making.
