Other areas of IASC Cooperative support may also be included in this position. Essential Duties and Responsibilities Performs clerical and record keeping functions that involve significant detail, attention to accuracy and precision in performing the tasks in the prescribed manner required. a) Works with Third Party Billing staff to gain an understanding of third party billing rates in conjunction with MDE/DHS and the IASC Special Education Cooperative member districts. b) Creates and maintains special education forms in regards to Third Party Billing. c) Communicates with and assists district nursing staff on PCA training, PCA time logs and student time studies. d) Communicates with Special Education Service Providers and assists with IEP service minutes and supporting documentation. e) Provides training to Special Education Service Providers regarding Third Party Billing process and documentation requirements. f) Prepares and reviews documentation required for Third Party reimbursements. This includes: 1. Uploads to Sped Forms for students receiving special education services. 2. Verify MA eligibility of students on MN using the MDHS website. 3. Reviews IEP information for all MA eligible special education students to determine qualifying services. 4. Maintains Sped Forms inclusive of consents, eligibility status, PCA time logs, trip logs, etc. g.) Creates and maintains eligibility list in Sped Forms. h) Works with special education staff to process district paperwork such as: MARSS forms for changes to IEP services, 3rd party billing, fiscal budgets, and extended school year and transportation forms. i) Prepares a variety of reports, documents and correspondence related to Third Party Billing documentation, reimbursements and budgeting. * Maintains and shares level of professional expertise a) Attends training sessions, district in-services or staff meetings, including meetings/trainings on special education processes and procedures. b) Assists in special projects, as appropriate. c) Learns and is cross trained in other administrative and support functions within the department/program/building. * Other duties as assigned. Required/Desired Education * High School Diploma or equivalent Experience and Qualifications * Knowledge of general office procedures and practices. * Knowledge of office etiquette and customer relation procedures and routines. * District and building level administrative policies and procedures. * Knowledge of school district organization and specialized office functions within the department/program/office of assignment. * Knowledge of general record keeping maintenance routines to perform data/record maintenance in filing or recording data in hard copy or data filing systems. * Knowledge of Third Party Billing procedures, policies, etc. * Familiarity with general office productivity software (i.e. word processing, spreadsheet, access, presentational software, email programs, etc.) * Knowledge of computer operation, informational systems and specialized programs used in recording and maintaining district, student or financial information and records Personal Characteristics * Need for extreme confidentiality * Handle multiple tasks * Attention to extreme detail * Remain calm when stressed * Approachable and willing to learn * Willing to be flexible with working hours and location Physical Requirements * Keyboarding-repetitive motion * Working with staff/administration/outside agencies * Normal school working conditions * Ability to travel between districts and work sites * Working under time pressures created by due dates/deadlines This description describes the general nature and work expected of an individual assigned to this position. Job Title: IASC Third Party Billing Data Clerk

Supervisor:  Director of Special Education

 

Purpose  

The IASC Third Party Billing Data Clerk establishes and maintains Third Party Billing information, forms, processes and files for the purposes of receiving reimbursements for services received.  Other areas of IASC Cooperative support may also be included in this position.
