JOB TITLE: Executive Director of Business Services
DEPARTMENT: Business Services
REPORTS TO: Superintendent
SUMMARY:
Plans, organizes and manages business and fi nancial programs and activities; provides expert professional assistance to staff in fi nancial and business and related matters.
ESSENTIAL FUNCTIONS:
* This class specifi cation lists the major duties and requirements of the job and is not all-inclusive. Incumbent(s) may be expected to perform job-related duties other than those contained in this document and may be required to have specific job-related knowledge and skills.
* Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department; directs the preparation and administration of the department's budget.
* Plans, organizes, administers, reviews and evaluates the activities of assigned staff .
* Serve as chief financial officer of the District and supervises the fi nancial, payroll, accounting, food services, purchasing and risk management functions.
* Ensures compliance with generally accepted accounting procedures.
* Assists with the duties of the School Board Clerk and School Board Treasurer.
* Initiates and coordinates the budget process for the District; supervises a system of budget control; performs financial planning. Formulate revenue, expense, enrollment and long-range financial projections.
* Develops and supervises a system of internal cash and accounting controls for safekeeping of funds; establishes appropriate revenue projections for all funds.
* Manages the investment of the District’s available funds in accordance with the District investment policy; supervises cash management, security, investment, and safeguards; supervises the investment of District post-employment funds (OPEB).
* Manages the internal auditing of school accounts and cooperate with outside audit fi rm in annual compliance and fi nancial audits.
* Supervises District accounting functions necessary to maintain compliance with generally accepted accounting principals (GAAP), state statutes, and board policy.
* Develops and assists the County with the annual school district levy.
* Arranges for short and long-term financing, as appropriate.
* Maintains accounting of all district assets.
* Participates in collective bargaining and cost out all employment agreements.
* Maintains an overall system of student accounting and reporting; supervises the student accounting program and the employees assigned to those functions.
* Maintains records and compiles statistical reports concerning activities and programs.
* Maintains currency of regulations, industry trends, current practices, new developments, applicable laws, and legislation.
* Promotes and supports the overall mission of the District by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and eff ective workplace environment.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
* Master’s degree in accounting or business administration, or a closely related field.
* Five (5) years of professional public fi nance experience, two (2) years of which were in a management capacity.
* OR an equivalent combination of education, training and experience.
Required Certificates, Licenses, and Registrations:
Continued employment is contingent upon all required licenses and certificates being maintained in active status without suspension or revocation.
* Driver’s license.
